Is it better exercise to walk with weights?

Most experts do not recommend walking with hand weights, weighted shoes, or ankle weights because they increase your risk of stress, strain, and injury to your muscles and bones. If your goal is to burn more calories, just walk a little longer or incorporate more uphill walking. If you want to tone your muscles, use weights or tension bands, but not while walking.
