The Supplemental Report of the 2001 Budget Act requires the California Department of Transportation to submit a report addressing "measurable goals for increasing bicycling and walking within the state, funding of facilities, and a reduction in pedestrian and bicycling injuries and fatalities." The California Blueprint for Bicycling and Walking (Blueprint) responds to the Budget Act requirements with ambitious goals: A 50 percent increase in bicycling and walking trips by 2010; A 50 percent decrease in bicycle and pedestrian fatality rates by 2010; and Increased funding for bicycle and pedestrian programs. The Blueprint makes a number of recommendations to help achieve these goals.
