Improving Outdoor Bike Parking and Policy in New York City

"The growth of bike riding in New York City has created a massive demand
for short-term, outdoor bike parking. The increase in bike riding is also leading to an increase in abandoned bicycles locked to bike racks and other public property. The City of New York needs to improve and expand its outdoor bike parking policy to manage the identification, tagging, removal and, if needed, return of seized bicycles incorrectly suspected of abandonment."

The document provides a description of the problem, the current state of NYC Bicycle parking programs and policies, and recommendations to the city. The appendix also includes extensive letters between the organization and various public authorities.
