"This report examines 125 trails that opened between January 1, 1994 and August 31, 1996 in an effort to accurately depict the level of opposition that trail projects routinely encounter... The study finds that 85% of trails opened with either no opposition or with landowner and citizen concerns addressed through outreach to the community. In addition, this study takes a closer look at rail-trail opponents, why some rail-trail projects fail, and some of the many rail-trail success stories."
