Low-Cost Pedestrian Safety Zones

This NHTSA-sponsored handbook outlines a process for applying pedestrian safety improvements in a cost-effective manner in one or more manageable subsets of a jurisdiction that contain a concentration of a pedestrian problem or risk characteristic of interest. Specifically, it involves defining a relatively small geographic area in which a relatively large proportion of the crash problem or risk factors are present. It features eight steps that transportation agencies can take to identify zones, treat them with low-cost countermeasures, and monitor results.
