The Benefits of Highway Cap Parks: A Report to Congress

The Federal Highway Administration (FHWA) submits this report to the House and Senate Committees on Appropriations per House Report 116-452, which accompanied the Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2021 (Public Law 116-260).1 House Report 116-452 states:
The Committee notes the growing interest in communities across the country in developing cap parks (also called a city deck park) in which a park is placed over a highway. These parks connect neighborhoods that have long been divided by highways and from other opportunities, reduce traffic congestion, improve air quality, and bring green space to communities. The Committee directs FHWA to analyze the benefits of such parks and to report to the House and Senate Committees on Appropriations within one year of enactment of this Act.
