Describes the “civic infrastructure scan process” to help identify local engagement capacities, such as volunteer organizations elevating underrepresented voices, and address shortfalls, such as failures to integrate new residents into city council meetings. The pilot scan identified a large number of groups that already tend to engage in the public process and a lack of communication between diverse communities.
