Greenhouse Gas Performance Measures Final Rule

The Federal Highway Administration (FHWA) issued a final rule that establishes a greenhouse gas (GHG) performance measure for State departments of transportation (DOTs) and metropolitan planning organizations (MPOs). This measure requires the assessment of the percent change in carbon dioxide emissions on the National Highway System relative to 2022 levels. DOTs will set 2- and 4-year statewide emissions reduction targets, while MPOs will set 4-year targets. The rule allows flexibility for DOTs and MPOs to set targets aligned with their climate change policies and other priorities, provided the targets are declining and progress is reported regularly.
